我能够解决问题。根本原因是 Microsoft.EntityFrameworkCore.SqlServer 版本 2.2，目前与 Azure Functions 不兼容。

不幸的是，错误消息与根本原因完全无关，我只能通过反复试验找出不兼容的 nuget。
