sudo apt-get autoremove libtiff5-dev

sudo apt-get install libtiff5-dev

根据this，OpenCV 需要libtiff4，Ubuntu 已经删除，即替换它的包是libtiff5-dev。

作为临时解决方法，您可以在配置时在 cmake 上指定 -DBUILD_TIFF=ON，以便构建与 OpenCV 一起分发的 libtiff4 版本。

这在 Ubuntu 16.04 和 OpenCV 3.2.1 中对我有用。
