PayPal 付款状态 "Pending" - 清算时没有 IPN

最近几个月客户的电子商务网站上似乎发生了一些奇怪的事情。
当买家使用信用卡或借记卡而不是 PayPal 帐户完成销售时，交易状态（通过 IPN 传达）为 "Pending"。在 PayPal 帐户中，交易被描述为 "Interchange plus – settlement hold".
通常两天后付款结清。但是没有 IPN 被发送到网站购物车以确认这已经发生，使电子商务系统对支付状态一无所知。
这是正确的行为吗？看来几乎要让IPN作为一种举报方式无用了。
报告了很多类似的问题，但与我们的问题不同：这与多货币或转换无关，这是一个实时站点，而不是沙盒（使用 Mal 的电子商务），它在此之前运行良好夏天。 （我注意到 Interchange Plus 已于 6 月添加到 PayPal 条款和条件中。）

"We are aware of this and raised this internally. At the moment the
system doesn't send an IPN in this scenario. There is an ask in with
our development teams to have an IPN issued once the IC+ payment
clears, unfortunately I don't have an ETA though"
他们已经确认切换到 'blended' 费用结构将阻止这种情况的发生。所以这似乎是目前的答案。
