也许这只是您 web.config 中的错字。如果上面是你的配置文件，你忘记输入system.webServer标签级别。

我在 IIS 8.5 上对此进行了测试，它按预期工作。所以 ASP 生成当页面返回 404 状态代码时显示内容。我真的只使用了以下配置：
