您在分号后插入了一个space：

...y\bin; C:\Program Files\R\R-3.3.2\bin;
         ^
         |

您在系统中插入的路径实际上是C:\Program Files\R\R-3.3.2\bin：不起作用。

去掉space就OK了

（要检查，键入 where r 以查看 windows 是否找到它）
