Android Phone_State 没有接到来电

如果我从 shell 给出 android.intent.action.PHONE_STATE 意图，我的工作就会出现问题，但没有得到 phone 数字。但主要问题是，当我调用我的 phone 时，它没有任何效果。当应用程序关闭时我用其他 phone 呼叫我的 phone 时出现什么问题，为什么没有收到此呼叫？
