我尝试了几个 Vagrant 版本（v1.9.0、v1.9.1、v1.9.2、v1.9.3），有和没有管理员权限。

我刚刚找到问题的根源：我的 windows 用户名中有特殊字符，导致 Vagrant 临时文件夹路径出现编码问题...
