报错信息很清楚

... Swift.DecodingError.keyNotFound ... NewsItems.(CodingKeys in _FA9A2FC8130449AA328C19ACD9506C2D).attachments ... No value associated with key attachments (\"attachments\").

keyNotFound 是钥匙丢失
NewsItems.(CodingKeys ...).attachments 是 NewsItems 中键 attachments 的对象，即 Attachments
没有与密钥附件关联的值 (\"attachments\") 是说的。

简而言之：Attachments 中没有键 attachments，这是真的。
