我也遇到了同样的问题。我使用了 zend 框架的最小安装。

查看composer.json是否安装了zend-db.

如果 zend-db 不存在，通过 composer 安装 zend-db，

composer require zendframework/zend-db

安装时会要求注入配置文件，config.modules.php选择1。
