Wear OS：通知不会显示

我正在 Wear OS（Android 8+）上开发一个独立的应用程序，但我遇到了通知方面的问题。

我是运行 Foreground Service，有一个持续的通知。正在进行的通知工作得很好，并且没有 Wear OS 的功能（因此代码可以独立工作 Android）。

但是，每当我想显示其他通知时，这是不可能的。

没有错误消息，什么都没有：我的通知没有显示。我确保创建单独的频道并启用它们（通过设置）。

这是我的代码，运行在 Looper.mainLooper() 中通过 Handler。
