Oreo 中没有前台服务运行

我的 phone(Android 7.0) 有一个运行的前台服务，但运行朋友 phone 没有(Android 8.0)。我还在 android studio 模拟器上测试了它，我在版本 8 上遇到了同样的问题。0.I 已经实现了 if-else 检查 看看它是不是 Android 8.0 所以我可以调用 startForegroundService() 但仍然没有。

我是这样称呼它的：
