编辑:正如@phd 在评论中指出的那样,"The problem is that global hookspath completely takes over local hooks. If the global hookspath is defined local hooks are never consulted. [I had] to create global /Users/shreyasminocha/dotfiles/git-hooks/commit-msg that [would] run local .git/hooks/commit-msg"。确认重复。

最终通过向全局挂钩添加一些代码解决了这个问题,就像@phd 所建议的那样。它会查找本地挂钩并在存在时运行它。
