所以，我最终通过将所有资源从 /src/main/resources/static 目录移动到 /src/main/webapp 目录来解决这个问题。然后所有内容都出现在生成的 WAR 文件的根目录下，Apache HTTP Server 将它们拾取并允许它们通过。
