问题是环境变量PATH没有设置正确。它用于查找不在当前目录中的可执行文件。

出于您的目的，您不必永久更改 PATH：

用cmd.exe打开命令行（DOS框）。
用PATH查看当前设置。
更改当前会话的值

SET PATH="C:\Program Files\PostgreSQL\bin";...
```
