您只是遇到了网络问题。无法连接到安全，ubuntu.com。

另外，发行版中已经包含一些关键包，所以只需

sudo apt install r-cran-rvest

在 19.10 上对我有用，在 19.04 上也可能对你有用（你应该从它升级）。
