根据维基百科文章 (https://en.wikipedia.org/wiki/Transport_Layer_Security_Adoption) Windows Server 2008 R2 不支持 TLS 1.3，并且知道 Windows Server 2008 R2 的支持结束日期为 1 /14/2020，没机会启用了。
