根据 RFC link Hypertext Transfer Protocol -- HTTP/1.1内容类型定义为

 Content-Type   = "Content-Type" ":" media-type

媒体类型定义为

media-type     = type "/" subtype *( ";" parameter )
type           = token
subtype        = token

所以，按照这个

ContentType: application/soap+xml; charset=utf-8

有效。 ContentType 可以有多个参数吗？例如：

ContentType: application/soap+xml; charset=utf-8; action="urn:CreateCredential"
