Skype 机器人无法从特殊的日子向某些群组发送消息，尽管它之前工作正常

我们已经使用 Bot Builder 4 实现了一个 Skype 机器人。这个机器人 运行 顺利地运行了大约 2 年。但是从最近几天开始，一些特定的群体无法接收到来自机器人的主动消息。我们跟踪了生产和开发环境以缩小问题范围如下：
无法收到消息的群的格式都是：...@p2p.thread.skype。当我们创建新组并将此机器人添加到组中时（新组的格式为：...@thread.skype）。消息发送到新群组成功。
我们已经从 Github 获取了 Bot Builder 4 的源代码并添加到我的项目中进行调试，如下所示：
- 群发失败：
fail group
- 群发成功:
sucess group
- 我们从我的 Azure 门户收到毫无意义的警告：
azure warning
我不知道 Skype bot 是否刚刚更改了有关其服务的任何规则或限制？

This is a confirmed bug on Skype backend side. The issue has been
mitigated for the specific bot and the general fix will be rolled out
on the first week of January.
