外键在详细信息中（或child）table。因此，例如一个用户，应该有一个 AgencyId 作为外键。

builder.Entity<User>()

    .OnDelete(DeleteBehavior.Restrict);

这个key自动指向master的主键（或者parent）table.

User.ID 是主键。 User.AgencyId 是一个外键，它（自动）关联到主键 Agency.ID。
