我找到问题了。 确保从 USERxxxx 的帐户中删除 "PublicDelegates" 以及您要添加新帐户的邮箱。

之前我只从 USERxxxx 的帐户中删除了 "PublicDelegates"，因此问题一直存在。

此外，一旦您从错误消息中删除了第一个 USERxxxx，您可能会得到另一个具有相同问题的 USERxxxx2。在这种情况下，重复上述步骤直到所有错误消失，然后您就可以在邮箱中添加新用户了。
