npm uninstall –g @angular/CLI

我通过降级 node 和 npm 版本解决了这个问题，看来问题出在 npm 7.

Package Manager: npm 6.14.12

npm 版本 7 有一些问题。我已经将 npm 版本降级到 6。现在运行。
